Prior to passage of legislation, any member
of the House of Representatives may demand a separate vote by that body on any
separable (line item) portion of the proposed legislation. If such
vote results in the item in question receiving less than a majority of a quorum
it shall be stricken from the Bill.
This is a superb idea. The result of this, however, may create such animosity between members of Congress that nothing ever gets done, (which may be good, also.) And Congress's propensity to ignore and 'rewrite' its own rules would probably make the law moot.
